Every action is classified at one of 3 approval tiers. Every policy violation fires one of 5 circuit breakers — graduated control from soft pause to hard stop. Decisions, actions, approvals, and errors all hit a tamper-evident audit trail.

Memory as infrastructure

Agents in isolation are amnesiacs running in parallel. BUCC's mem0 layer splits memory into three scopes — shared knowledge that the whole fleet sees, team learning that stays inside its compartment, and agent-private state that survives single tasks. Every read and write is logged.
